It's truly a puzzling move, penalizing smaller teams first while there's been little progress with the bigger ones. Is there some leverage or crucial evidence that hasn't been uncovered yet?

It's okay, the reason they're called elites is because they're a wealthy bunch. They shouldn't be trembling in fear, at most, they'll just be a little unhappy.

The elite clubs indeed remain unshaken. How long has Manchester City's lawsuit been going on? With money, they can do as they please. The luxurious lawyers and lobbying teams they have are not something small clubs can afford.
