What do you think pitches should be made and controlled by ICC board

It's a burning topic now days in cricket community that International Cricket Council (ICC)  directly control the pitches of individual countries or not . The preparation of pitches for all Test matches and ODIs is a matter of host cricketing  nation so countries make  pitches as they want ,SENA nations love to make fast ,bouncy pitches which assist in seam and fast bowling on the other hands Asian countries like India,Pakistan,Srilanka , Bangladesh etc love to make spin friendly pitches. This topic is raised by many  Cricket experts , discussion come in to lime light after the India vs South Africa test series's second test match which was the shortest test match finished in 107 overs ,it was the shortest match of whole test cricket history ,and finished in less than two days due to effect of T20 cricket people's are losing  their  interest in test cricket so making test cricket fair and intresting ICC should directly control the pitches what do you think ?

ICC should directly interfere in to matter of pitches and make some rules and regulations as they did during their events like One Day World Cup  ,T20 World Cup and Championship Trophy etc
