Both these players have made a career of being two of the best spinners in the subcontinent conditions in all 3 formats of the game. Now for the big question: Who is the best among the two? I feel it is Ashwin.
R. Ashwin broke into the scene when India needed another full-time spinner. His wily technique and wicket-taking ability added to his batting skills, made him a permanent fixture in the squad. For the record, Shakib is a much more accomplished all-rounder with a better batting record. But if we consider the quality of opponents, Ashwin has a better record against bigger teams. This is something Shakib doesn't have.

Unlike my friend who felt Ashwin was a bigger player, let me remind you of Shakib, who made his debut even before Ashwin and has done it all. He has led his international team, been at the top of ICC’s Allrounder ranking, and much more. Thus, Shakib is far more accomplished than Ashwin.
