Partition Attack: By hijacking part of the ISP's top-level domain IP, there is a chance to isolate Bitcoin nodes using this ISP, effectively splitting the Bitcoin network.

Delay Attack: By delaying the data transmission of the ISP, the synchronization time of Bitcoin nodes is extended, and even a delay of up to 20 minutes may go unnoticed by the node software.

Both of these attacks have profound implications for the Bitcoin network. The immediate impact includes a reduction in miner income because if the network is unstable or disconnected, miners cannot synchronize and calculate new blocks properly. In more severe cases, network partition or excessive delay may lead to instances of double-spending, directly affecting on-chain transactions and the operation of exchanges. There is a potential risk of the entire Bitcoin economy collapsing as a result.
