Upon arriving in Las Vegas, Waters met a new group of friends who transformed gambling from a habit into his profession. In 1980, Dr. Ivan Mindlin and Dr. Michael Kent founded the Computer Group company, pioneering computer algorithms for sports betting. Mindlin, a former surgeon, and Kent, a mathematician who developed nuclear submarine technology, became the first nationwide website in the sports betting industry, attracting hundreds of thousands of dollars daily. Waters lacked experience at the time, but Mindlin was impressed by his courage and recruited him in 1983. Waters took on the task of exploring the minimum betting lines of bookmakers, eventually making millions of dollars weekly by selling out millions of bets.

However, Waters' large-scale bets were not well-received in many Las Vegas sports betting markets, so he had to rely on a vast network of "runners," like Rubalcada. All "runners" were assigned the task of not revealing that they were working for someone else when placing bets. It is said that sometimes Waters intentionally lost some bets to manipulate the winning probability of the bettors. Perhaps he would invest $50,000 in favor of a team to win by three points, then immediately invest $75,000 in the same team to win by 3.5 points. When it reached 4 points, he would order a runner to place an even larger bet—perhaps $250,000—on another team. The initial $125,000 investment might be lost, but if the trend followed the plan, the additional $250,000 investment could multiply several times, enough to compensate for the previous losses.

In addition to many undisclosed techniques, Waters successfully transformed from a penniless gambler and alcoholic to a billionaire. Although the FBI suspected Waters of winning games through illegal means, no evidence has been found to date. I believe Waters has strict rules for others and strict betting regulations for himself, using multiple accounts carefully to ensure he is not blacklisted by gambling companies.
